Suddenly in the midst of a Summer Festival--

There's a distinct sound of waves, and bustling of people nearby.
In the coastal city of Turnbloom the sun is bright and warm, and the scent of the sea wafts through with the cool gentle breeze that makes the glittering pinwheels spin, and the leaves on the palm tree dance.
Today the streets are extra decorated with these cute, colorful and floral shaped pinwheels. It seemed the people who were out in the streets were dressed in colorful summer attire--either casual, or the more traditional yukata. It seemed like with the booths were set out for both food and games for festival of some kind that was currently underway.
Just how did you get here, and why? A mystery, and it seemed the people in the streets didn't seem to notice anything out of the ordinary as they go about enjoying their time out on this bright sunny day.

[She blended in remarkably well too, with the tropical clothes and floral print. Though something still seemed a bit off. Maybe it was the hair. Maybe it was fervent wide-eyedness, as though seeing festival booths for the very first time (or in a very long time). Maybe it was one of those thing drawing in a bit more attention than usual.]
[Or maybe it was the flowers suddenly looking a little more vibrant everywhere she went. Smaller flowers randomly blooming. Occasionally tufts of grass and foliage just barely escaping the cracks in the street. Or had those always been there? ...It's possible those were always there.]

[Lillie couldn't help but notice the flowers blooming. It really was a familiar sight.]

[She was thinking aloud to herself, really, rather than addressing anyone in particular, but Snowy also noticed the familiar sight, although Lillie hasn't thought to associate anything but a small, padding, hedgehog-like Pokemon... or perhaps a certain singing Legendary Pokemon with the sight.]

[Didn't catch the words, although had a feeling of being watched, somehow. But oh--it was a human. Someone around the same age by the looks of it. And an adorable white Vulpix...]

Barry who had his attention by the food stall getting himself a flower shaped cotton candy turning over in surprise. Hastily shoving his hands into his pocket, Barry thew down cash at the stall.]

[Without looking back, he's chasing after his Turtwig. Oh no, he's going to crash into them at this rate!]

[However, had not predicted there would be a trainer chasing after it. This was going to end badly if one of them didn't slow down. She tried to catch the Turtwig with her arms and sidestep to avoid getting run over, but with how busy the street was, there was more than plenty of other things for the boy to still crash into! Whoops...]

What's the big deal here!??! I oughta fine you for that! I'm fin- oh Turtwig you're okay!
[He beamed, clearly over any initial upset the moment he sees happy little Turtwig in another (who he assumed to be a) trainer's arms. His Turtwig smiled back while happily wiggling his legs in response.]

[Oh, right. The Turtwig. She glanced down at it.] Y-yeah, I didn't think they could do that!
[But at least it seemed to be doing well. Assuming it doesn't try to charge off again, she'll carefully set it back on the ground. But still intently watching it. How curious...]

[He's crossing his arms and tilting his head as he stared at his Turtwig. His Turtwig in response gazed up at him smiling.]
I got it! He must be excited about all of this!
[He's opening his arms up wide to gesture at the festival. Barry is beaming wide.]
It's not all the time we come across a festival! Right, Turtwig?
